As a boutique consulting firm, we work directly inside the systems serving migrant, first-generation, and historically underserved students, pairing technical expertise with the day-to-day experiences of staff and families in the same room.
We have been a part of these institutions as providers, leaders, trainers, and students. We approach every engagement by identifying participants' needs and curating services that leave clients with stronger people, processes, knowledge, and internal capacity.

Meet the Founder
Jocelyne Cardona, M.A. path into this work has moved through nearly every level of the system. She began at the U.S. Department of Education, watching policy take shape before it ever reached a classroom, then came home to Santa Clara County, where she grew from Program Advocate to Supervisor, overseeing Migrant Education Identification and Recruitment and Health components across six surrounding counties. From there, she stepped into WestEd, providing technical assistance and training to the California Department of Education and supporting Migrant Education programs statewide.
But she's never worked only from the systems level. She's also served as a Director at the community agency level, delivering direct services to the families these same systems are meant to reach. That combination, policy, county operations, statewide technical assistance, and direct community service, is what she's carried into her current work as an organizational development consultant to nonprofits.
Her Master's degree in Counseling Psychology is the thread underneath all of it. She doesn't just ask how a system should run. She asks how the people inside it think, cope, and respond, and that behavioral lens shapes every level of work.
